PROBLEM TO BE SOLVED: To provide a light-controlling device which can display a multi-color image with good display characteristics such as luminance, contrast and response rate. SOLUTION: The device consists of a substrate, a first light-controlling layer 16M on the substrate, and a second light-controlling layer 16C formed on the first light-controlling layer 16M. The first light-controlling layer 16M contains a first stimulation-responding polymer gel 12M which contains a coloring material with equal to or higher than the concentration for saturated absorption and which changes its volume according to the stimulation, and a liquid 14M which is adsorbed and desorbed when the volume of the first gel changes. The second light-controlling layer 16C contains a second stimulation-responding polymer gel 12C which contains a coloring material with equal to or higher than the concentration for saturated absorption and which changes its volume according to the stimulation, and a liquid 14C which is absorbed and desorbed when the volume of the second gel changes. The first stimulation-responding polymer gel 12M and the second stimulation-responding polymer gel 12C show chromatic colors of different hues from each other.
