PROBLEM TO BE SOLVED: To solve the problem that curls caused by a paper sheet wound around the side of a heat roller 2 equipped with a heat source 21 needs to be suppressed in a fixing device and an image forming device each provided with the heat roller 2 and a pressure roller 3 to be press-contacted, which has an elastic layer 31 on the surface side, with the heat roller 2 and an image forming device. SOLUTION: The heat roller 2 is provided with an elastic layer 23 having hardness lower than that of the elastic layer 31 of a pressure roller 3 and by expanding the elastic layer 23 of the heat roller 2 with heat from the heat source 21, the outer diameter of the heat roller 2 is formed into waveform, where a large diameter part and a small diameter part are alternately formed along the lengthwise direction, so that the generation of the curls can be suppressed.
