PROBLEM TO BE SOLVED: To provide a communication controller for selectively performing access to plural memories by one connector, without having to arrange selective switches inside. SOLUTION: This communication controller is provided with an electronic controller incorporating a program memory 22 and a data memory 23 or the like, a first connector 30 connected with the electronic control elements and mounted on the electronic controller, an outside computer 50 for transferring a communication signal with the electronic control elements, and communication lines CL1 and CL2 whose one edges can be connected with the outside controller, and whose other edges are equipped with second connectors 40 and 45, which can be connected with the first connector for connecting the outside computer 50 with each memory. Thus, the communication controller permits access from the outside controller via the communication lines to the electronic control elements, when the firs connector is connected with the second connectors.
