PROBLEM TO BE SOLVED: To provide a liquid crystal panel capable of preventing the breakage and the characteristics change of elements due to static electricity even after a scribing process and the manufacturing method of the panel. SOLUTION: Low resistance pads 145 made of metal are formed in areas between terminals 112a, 112b connected to external circuits and edge parts of a substrate and these low resistance pads 145 are electrically connected with high resistance pads 132 made of amorphous silicon. These low resistance pads 145 and high resistance pads 132 remains on this liquid crystal panel even after the scribing process. The static electricity generated at the time of the handling of the panel is dispersed by these pads 145, 132.
