PROBLEM TO BE SOLVED: To prevent a line without printing from being erroneously judged to be a printed line. SOLUTION: This device has a sensor output processing means for processing pixel data outputted from an image sensor and converting it into multilevel image data, a binarizing means for slicing the multilevel image data at a prescribed slice level to binarize to be binary image data, and a line judging means for comparing the number of black data between two lines and judging the lines when the number of the black data is varied between the two lines. Since the number of the black data between the two lines is compared and judging is executed when the number of the black data is varied between the two lines, a line without printing is never recognized erroneously to be a printed line in line judgment even when a pattern 51 remains as the black data.
