PROBLEM TO BE SOLVED: To provide a developing roller having excellent uniformity and durability of triboelectrification to a developer, a developing device having the developing roller and a developing method utilizing the developing roller. SOLUTION: The developing roller which is the developing roller having at least a surface layer and elastic layer and contains at least olefin-vinyl alcohol copolymer in the binder resin of the surface layer, the developing device having the developing roller and the developing method utilizing the developing roller.
