PROBLEM TO BE SOLVED: To inexpensively and speedily transmit traffic jam information over a wide area. SOLUTION: A present position information calculation part 110 calculates the present position, the travel direction and the speed of vehicles under travelling based on information from GPS and the like. A jam judgment part 120 judges a jam based on the present position, the travel directio and the speed and calculates a present jam level and the information reliability. Information on the jam level is transmitted from a communication part 130 and stored in a jam information database 150 through an outer network 140. The jam level over the wide area and the information reliability are inexpensively and speedily collected from the vehicles during travel and jam information can speedily be supplied to service users.
