PROBLEM TO BE SOLVED: To reduce the opportunity of useless broadcasting traffic in the case that a mobile terminal such as a mobile phone makes position registration control to base stations. SOLUTION: Position registration is applied to a radio zone where a terminal is in existence with high probability to decrease the number of radio zones to which the position is registered thereby reducing the broadcasting traffic. When the terminal is in existence in a radio zone, the terminal records radio zones to visit, the terminal frequently to visit, predicts a radio zone which the terminal visits next on the basis of the visit frequency recording so as to reduce the number of times of position registration. Furthermore, the terminal records radio zones with high visit frequency by each time zone and by each weekday, registers the radio zones as an in-zone pattern to a network when the visit frequency reaches a prescribed level or over and so long as the movement of the terminal is along the in-zone pattern, the terminal omits position registration so as to reduce number of times of position registration.
