PROBLEM TO BE SOLVED: To transmit and receive data by starting a communication program at the time of data reception. SOLUTION: Transmission data sent from an opposite data communication device 1 through a communication line 2 are received by a communication line control mechanism 31 and stored in a transmit data storage block 32, and the communication line control mechanism 31 refers to communication control procedure information 33 and decides whether or not the start of a communication program specified by an application program name 35 is specified in the transmit data; when so, a program start part 36 is informed of the application program name 35 and starts an application program 37 as the communication program corresponding to the application program name 35.
