<p>PROBLEM TO BE SOLVED: To eliminate load on a user, designate various image areas and high efficiently perform encoding. SOLUTION: This device has a transformation part 102, which performs discrete wavelet transformation of an image signal, a motion detecting part 107 which detects image motion on the basis of the image signal, an area- designating part 106 which designates the area of the image signal on the basis of information showing the image motion detected by the part 107, a quantizing part 103 which quantizes output results transformed by the part 102 according to the area designated by the part 106, and an encoding part 104 which encodes results quantized by the part 103, and can automatically select and encode an image area that is subjected to highly efficient encoding, on the basis of an inputted image signal.</p> |
