PROBLEM TO BE SOLVED: To provide a device capable of paying out an IC card, etc., wrapped with a transparent film without damage and a paying out device capable of simply and speedily housing or loading many cards. SOLUTION: This elevator of a card is provided with a flexible and long rack 10, driving means 12, 50, 52, etc., for moving this rack in a vertical direction and a movable base 40 arranged at the lower end part of the rack for placing cards. Further this card paying out device is provided with at least the flexible and long rack 10, the driving means 12, 50, 52, etc., for moving this rack in a vertical direction, the movable base 40 for placing cards arranged at the lower end part of the rack, a fan 18 for sucking a card on the top of the cards on this movable base, and a tire 60 for sending the card sucked by this fan.
