PROBLEM TO BE SOLVED: To provide a device and a method for generating earthquake vibration. SOLUTION: This device is provided with a guide housing, an impact mass moves between an impact position and a retreat position in the housing together with a driving device, and the driving device has a support body for transmitting force from the impact mass to a bedrock in the impact position. An impact imparting device is provided with at least one pneumatic cylinder to bring the support body into contact with the bedrock with a prescribed tension. The device of the present invention is utilized for seismological research for the bedrock in a tunnel construction site among the mountains.
