PROBLEM TO BE SOLVED: To provide a pressure-proof expansion measuring/testing device capable of improving measuring accuracy in a non-water tank method. SOLUTION: Water is pressed in and returned to a gas vessel 5 by a large reciprocating pump 61 having a large cylinder 62 and a small reciprocating pump 61A having a cylinder 62A smaller than this large reciprocating pump 61. The whole increase quantity and a permanent increase quantity are determined from positions of pistons 63, 63A of the large/small reciprocating pumps 61, 61A. Measuring accuracy can be improved by detecting a position of the piston 63A of the small reciprocating pump 61A.
