PROBLEM TO BE SOLVED: To prevent a congestion in the neighborhood of an ETC gate and also to make a device and method able to surely settle and collect a toll. SOLUTION: The toll is settled by a toll settlement card based on radio communications between an on-vehicle unit 21 mounted on a vehicle and radio equipment. The toll collecting device is provided with a card validity judgement processing means 91 for judging the validity of the card and a vehicle guide processing means 92 for guiding the vehicle to a prescribed gate based on the judgement result of the means 91. In this case, the validity of the card is judged and the vehicle is guided to the prescribed gate when the card is valid so that the congestion is prevented in the neighborhood of the gate. Unless the card is valid, the vehicle is guided to another prescribed gate so that the toll can be surely settled and collected.
