PROBLEM TO BE SOLVED: To surely eliminate a background in binary processing of a multi-value image. SOLUTION: A 1st binary processing threshold value calculation section 23 in a binary processing section 15 of the image processor calculates a 1st binary processing threshold value of a unit area of a multi-value image on the basis of a feature quantity depending on a distribution of an incidence frequency of pixels of each luminance for each unit area of the multi-value image. A 2nd filter processing section 25 sets a filter coefficient on the basis of the result of edge detection processing using the feature quantity and a predetermined filter coefficient and applies the edge detection filter processing using the filter coefficient to each unit area of the multi-value image. A 2nd binary processing threshold value calculation section 26 calculates the 2nd binary processing threshold value of each unit area on the basis of the processing result of the 2nd filter processing section 25. A binary processing section 27 applies binary processing to any of the results of the 2nd filter processing means to the unit area of the multi-value image according to either of the 1st and 2nd binary processing threshold values.
