PROBLEM TO BE SOLVED: To provide a substrate for information recording medium and an information recording medium capable of effectively preventing the reduction of the C/N in the outermost peripheral position of an information area. SOLUTION: A dummy area having 0.5 mm width or more is provided in the outside area of the information area of the substrate for the information recording medium. A dummy pit or dummy groove is included in the dummy zone. The transfer property of the projecting and recessing patterns of a pre-pit or groove is improve in the outermost peripheral part of the information area by preparing the dummy area. Thus, the reduction of the C/N and the increase of jitters in the outermost peripheral part of the information area are controlled and excellent reproducing signals are obtained all over the whole information areas.
