PROBLEM TO BE SOLVED: To provide a method, together with a system using it, for arranging a semiconductor circuit device between an least one receiver and a driver on the floor space f a chip. SOLUTION: There are provided a step for deciding a distance between a driver 102 and one or more receives 104, 106, and 108, a step for deciding the shortest one among the distances, a step for deciding an intermediate point 202 along the shortest distance, a step for deciding whether the intermediate point 202 is pre-specified in a floor space of one or more block semiconductor circuit devices, and a step to arrange a repeater at the intermediate point 202 if the intermediate point 202 is not pre-specified at one or more block semiconductor circuit device. With this method, a semiconductor circuit device, which is to be arranged, can be arranged at a set of increment positions set along one or more axes, while being away from the intermediate point 202.
