PROBLEM TO BE SOLVED: To easily and stably provide an optical device provided with an optical scattering layer within an electro-optical device and to provide an electronic device utilizing the optical device. SOLUTION: In an electro-optical element having an electro-optical layer between substrates, the optical scattering layer 42 is constituted of a transparent resin layer 40 provided on at least one substrate and particulates 41 having a refractive index different from that of the resin layer and dispersed in the resin layer. The transparent resin layer 40 is provided on the full surface of the range in which at least the combined substrates over-lap each other and the particulates 41 are not dispersed on the full surface or a part of the surface of the range except pixel parts. |
