A control board is divided into division units according to control function. Devices controlled by or connected to the division units are divided into device groups according to place where each device is installed. One or more division units in close relationship with at least one device group are extracted to form a control unit, which is installed near the device group. Therefore it is unnecessary to install a large one-piece control board. The control board of the invention can be installed at any place, for example, at a free place near the controlled devices without setting up any special machine room. Hence the layout of the devices is enhanced and the building is effectively used. Thus, the controlled devices are controlled quickly reflecting the local situation.
