PROBLEM TO BE SOLVED: To prevent environmental pollution caused by a harmful gas such as dioxin by extracting contained water in a process before loading collected waste into an incinerator so as to suppress the fall of temperature in an oven. SOLUTION: Waste being loaded into a dewatering chamber 3 is compressed by a pusher 3f as a waste billet 50 being dehydrated and solidified, the waste billet 50 is loaded in a crusher 6 and is mechanically crushed as a treatment mass 51, and the treatment mass 51 being thrown into a pit 7 for storage is charged in an incinerator 9 for incinerating.
