PROBLEM TO BE SOLVED: To easily return a reboot program to a normal state even when the rewriting of the reboot program is failed at the time of rewriting a control program. SOLUTION: At the time of receiving a reboot program rewriting command from a master device 20, a central processing unit 12 starts a 1st reboot program in a 1st reboot program area 30, rewrites a reboot program in a 2nd reboot program area 31 to a reboot program received from the master device 20, and at the time of receiving an application rewriting command from the master device 20, starts the reboot program in the 1st reboot program area 30 or the 2nd reboot program area 31 and rewrites an application program in an application program area 32 to an application program received from the master device 20.
