A water-proof sealing (14) which forms a water-proof space (S) in the area contains the lock arm, has a through-hole (145) connecting inside of water-proof space with outside. A lock release pin (16) is slidably inserted in the through-hole in fluid-tight state, to release the locked state of lock arm.
