PROBLEM TO BE SOLVED: To obtain a surface-treated steel plate capable of forming stable rust in early stages not only in rural area, but also in coastal area, free from occurrence of flow rust and elution of environmental pollutant on the way to the above formation, having good adhesiveness of coating film after processing and excellent in processability and weather resistance. SOLUTION: This surface-treated steel plate has iron phosphate film on the surface and has a butylal resin film having 10-50μm film thickness and containing a first component comprising one or two or more kinds of compounds selected from aluminate, titanate and silicate in an amount of >=1 wt.% based on resin solid content or the first component and a second component comprising one or two or more kinds of compounds selected from an Ni-based inorganic compound, a Cu-based inorganic compound, a phosphate-based inorganic compound and a slightly soluble sulfate as upper layer of the iron phosphate film.
