PROBLEM TO BE SOLVED: To provide a cylinder-making means capable of varying a diameter of a cylinder made of a film without causing changes in friction with the film. SOLUTION: When gears 29 are rotated integrally with an opearting shaft 28 by operation of a handle 32 and theoperating shaft 28 is vertically displaced by the rolling of the gears 29 with respect to rack teeth 31, a pair of side plates 20 suspended from the operating shaft 28 with the aid of bearing links 27 and guide rods 26 are vertically displaced integrally with the operating shaft 28. With this arrangement, the level of a top face of a film 11 to be cylindrically shaped by both the side plates 20 becomes displaceable in correspondence with the height of an object 14 to be packaged. Further, by opening and closing right and left a pair of frames 25 for supporting side belts, which pinchingly hold the object 14 covered with the tube film 11 from both sides of the object 14 at a rear position and carry it, the interval between the paired side plates 20 is varied due to the slide of the bearing links 27 with respect to the operating shaft 28, and a width diameter of the tube film 11 also becomes variable according to the width of the object 14.
