PROBLEM TO BE SOLVED: To prevent formation of vertical wrinkling in a film bearing a coating film without requiring a wide installation surface area of a coating film forming apparatus even if the film is rolled to be like a roll on a winding shaft while changing the running direction of the film by supporting rolls. SOLUTION: The coating film forming apparatus comprises a film transportation means, a coating material application apparatus 14 installed between a winding shaft 11 and a winding shaft 12 for applying a coating material 15 to a film F, a hot air drying furnace 16 for drying the coating material 15 applied to the film F to form a coating film 18, and a cold air-blowing apparatus 17 as a temperature control means for controlling the surface temperature of a supporting roll 13a with which the film F passed through the hot air drying furnace 16 is brought into contact. The cold air-blowing apparatus 17 carries out temperature control as to keep the surface temperature of the supporting roll 13a lower in the portion with which the center part of the film F in the width direction is brought into contact than that in the portion with which end parts of the film F are brought into contact.
