PROBLEM TO BE SOLVED: To solve problems wherein, when accidental water spraying occurs in a conventional preactuating sprinkler fire extinguishing installation, not only loss of water is large as water flows just as it does but also an alarm is raised just as it is to make people confused. SOLUTION: In a sprinkler fire extinguishing installation, a valve body is opened when a fire alarm is worked or when a secondary piping becomes vacuum, and the fire alarm is worked after a definite time has passed and the valve body is completely closed because the fire alarm does not work even though the secondary piping becomes vacuum. In addition, in a water flow detecting device, by installing a chamber with a large cross section and a chamber with a small cross section in the outside of the installation body, a push rod which opens and closes the valve body by pressure difference in relation to each piston is adjusted.
