PROBLEM TO BE SOLVED: To provide a shading material elevating and lowering device capable of securing sufficient durability while controlling the rotational speed of an elevating/lowering cord winding shaft by a rotary damper. SOLUTION: Relating to this shading device that a shading material 2 is suspended and supported from a head box 1, a driving shaft 6 rotatably supported within the box 1, the lower end part of an elevating and lowering cord 4 suspended and supported from the shaft 6 is fitted to the material 2, an always linked pulley is connected to the shaft 6 and a rope 8 for operation is put around the pulley to realize elevating and lowering operation of the material 2 by operating the rope 8 and to lower and operate the material 2 by gravity, a damper 10 for limitting the rotational speed of the shaft 6 to be equal to or lower than a prescribed speed is equipped for the shaft 6 which is rotated when the material 2 is elevated or lowered.
