PROBLEM TO BE SOLVED: To provide an environment-friendly breakwater to feed a large volume of fresh sea water to a rear sea area without impairing any breakwater function and contribute much to water quality consecution and environment creation in a bay. SOLUTION: An upright wave absorbing caisson type bank body 2 having a wave absorbing mechanism 7 on a front side of a caisson 6 is installed on a foundation mound 1, the top height of this bank body 2 is set to the height over the wave and a submerged permeable type wave absorbing structure 4 with a permeable wave absorbing block 13 installed on the top of a back-fill layer 3 via a covered stone 12 is arranged behind the bank body 2, waves are allowed to be positively overtopped from the bank body 2, and absorbed by the wave absorbing structure 4 therebehind, and the inside of the permeable wave absorbing block 13 is used for a habitat of marine organisms such as fish and algae.
