PROBLEM TO BE SOLVED: To obtain a modified starch adhesive which gives a paperboard, or the like, showing a high adhesive strength wherein dissolution at a dried state and transfer into layers are inhibited when used for bonding sheets when couching paperboards, or the like, and to provide a process for manufacturing paper. SOLUTION: An interlaminar adhesive, obtained by allowing a crossliking agent to react with a non-processed starch or starch subjected to at least one esterification or etherification, is sprayed and applied between sheet layers as a non-steamed slurry to prepare paperboards, or the like, via couching.
