PROBLEM TO BE SOLVED: To solve a problem of a high frequency noise with an improved arc starting characteristics and to secure the quality of a welding bead with a stable welding where an arc is not interrupted by increasing the separation gap between an electrode and a peripheral welded part after the arc is ignited in the method for peripheral welding of the covering tube and the terminal cap of a fuel rod. SOLUTION: A fitted peripheral part B peripherally rotating by means of the covering tube 1 and a terminal cap 4 of a fuel rod are peripherally welded by an arc generated by applying a high frequency voltage upon an electrode 8a for a TIG welding in a hermetically sealed chamber 5a of a chamber 5 filled with an inert gas G. In this case, a separation gap(g) is set at a minimum distance g1 and a primary arc is ignited at an arc generation time a1, and then the electrode 8a is drawn away so that a predetermined electrode separation distance g2 is given and the peripheral welding is continued. The continuation of the welding is terminated when the peripheral welding is finished and the generation of the arc is terminated at the ending point a2 of the arc located before or after (after in the case of an illustrated example) the time when the electrode distance reaches g2.
