PROBLEM TO BE SOLVED: To efficiently recover heat energy in treatment water drained from a sewage treatment facility, and utilize it as electric energy. SOLUTION: A power generator utilizing a temperature of sewage treatment water is formed in such a constitution that a first evaporator for heat exchanging sewage treatment water and a first operating fluid, a compressor for boosting a vaporized fluid up and raising the temperature thereof, a first condenser for heat exchanging the first operating fluid and a second operating fluid, and an expansion valve for expanding and liquefying a fluid, are disposed in order. The first condenser, a first circulating pump for circulating the fluid, and a second evaporator for heat exchanging the second operating fluid and a third operating fluid are disposed in order in a circulating flow path of the second operating fluid. The second evaporator, a turbine power generator for generating power with pressure of the vaporized fluid, a second condenser for heat exchanging the fluid and sewage treatment water from the first evaporator, and a second circulating pump for circulating the fluid are disposed in order in a circulating flow path of the third operating fluid.
