PROBLEM TO BE SOLVED: To enhance the heat conductivity to a human body by increasing the quantity of moisture interposed between the human body contact part of a blood circulation promoting apparatus and an affected part to enhance blood circulation promoting effect to a large extent. SOLUTION: The water in a water tank 21 is ejected by a jet pump 22 to sufficiently add moisture to a fiber member 11 and the quantity of moisture interposed between the fiber member 11 and an affected part is increased to enhance the heat conductivity to a human body to enhance blood circulation promoting effect to a large extent.
