PROBLEM TO BE SOLVED: To provide a method for manufacturing a stopper plate having a superior immersion characteristic against an original paper made of packaging paper and further having a high strength. SOLUTION: There is provided a method for manufacturing a packaging paper stopper plate in which the plate is synthetic paper having several sheets of original paper adhered to each other and as the front and rear two original papers at the outer-most segment, paper immersed with polyisocyanate is used, wherein polyisocyanate is set such that a total amount of 2,2'-MDI and 2,4'-MDI is 2 to 20 mass %, 4,4'-MDI is 35-60 mass %, polymeric MDI of 3 nucles or more is 55 to 20 mass %.
