PROBLEM TO BE SOLVED: To solve problems that, in known methods in which, in order to treat solid waste containing harmful metals such as incineration ash, dust, slag, sludge and soil, a metal catching agent is added to the waste, and the metals are solidified for detoxification, the permeability of the agent into the waste has been insufficient so that the metals can not be surely caught, while a metal catching agent of high permeability into the waste is low in a metal solidification capacity. SOLUTION: This solid waste treating agent is characterized by containing an anionic surfactant and/or an amphoteric surfactant and a metal catching agent and contains preferably 30-70 wt.% of the anionic surfactant and/or the amphoteric surfactant and 70-30 wt.% of the metal catching agent.
