PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing trichloroacetic acid at a reduced reaction temperature in a shortened time with occurrence of NO2 and NO reduced. SOLUTION: This production process for trichloroacetic acid is characterized by having the step at which tetra-chloroethylene is brought into contact with the functional water that can oxidatively decompose tetra-chloroethylene at least partially under the light irradiation, or with the gas that is exposed to the functional water having the same function as that of the exposed water. The system for manufacturing trichloroacetic acid comprises a tightly closable vessel in which the tetrachloroethylene is brought into contact with the functional water or the gas exposed to the functional water and a light emitter for irradiating the reaction mixture with the light after the mutual contact.
