PROBLEM TO BE SOLVED: To provide a locking and unlocking device capable of preventing wear caused by sliding contact between the lock rotation member and the key member of a lock mechanism at a low cost. SOLUTION: The locking and unlocking device 50 is provided with a key member 30 capable of being engaged with the lock rotation mechanism of the lock mechanism, a driving cylinder 57, and a moving conversion mechanism 60 interlocking the key member 30 with the expansion and contraction operation of the driving cylinder 57. The moving conversing mechanism 60 can rotate the key member 30 at locking and unlocking positions, and during locking, the key member 30 rotated at the locking position can be restored at an engaging intermediate position aligning substantially with the lock rotation member. The key member 30 can be loosely attached and detached to and from the lock rotation member at the locking position.
