PROBLEM TO BE SOLVED: To provide a disc cutter which can be easily attached or detached and a cutter head provided with the disc cutter capable of excavating ground in a range from the rotary center to the outer peripheral part by the extremely small cutter head. SOLUTION: A cutter head of a pipe-jacking machine having a small diameter and a disc cutter 1 fitted to the cutter head are provided with a side part retainer 2 fitted to a member of the outer peripheral side face of an external cutter head 40 and at least one front part retainer 15 fitted to a face plate 41 of the cutter head 40. An outer peripheral side cutter ring 8 having a large diameter is arranged at the side part retainer 2 side and an inner peripheral side cutter ring 13 having a smaller diameter than that is arranged at the front part retainer 15 side to independently and rotatably support at least two cutter rings 8, 13.
