PROBLEM TO BE SOLVED: To provide a cigarette substitute which generates smoke similarly to a conventional cigarette but does not contain nicotine in the smoke. SOLUTION: This cigarette substitute is obtained by cylindrically rolling a paper piece (5) on small tea leaf pieces (3) obtained by finely cutting processed tea leaves.
