PROBLEM TO BE SOLVED: To provide a process for producing a water-swellable sealing material having performances satisfactory for a sealing material and reduced in a lot- to-lot dispersion of degrees of swelling. SOLUTION: A process for producing a water-swellable sealing material based on a rubbery substance, a highly water-absorbing resin, and a hydrophilic urethane substance, which process comprises aging the rubbery substance and the hydrophilic urethane substance or aging the rubbery substance, the highly water-absorbing resin, and the hydrophilic urethane substance, and molding them. It is preferable that the aging is carried out at room temperature for at least 3 hr.
