PROBLEM TO BE SOLVED: To provide a structure of a heat-insulated foundation and a heat- insulated frame panel which can reduce or eliminate a temporary frame dismantling work and the mortar finishing work to save the labor at site, shorten the construction period, and realize the excellent quality of a surface finish of a heat insulation material facing outside a building. SOLUTION: A heat insulation outer frame 2 arranged facing the outside of a building is formed on the outer surface side of a heat insulation material 2 with a GRC panel 6 having a surface decorative finish 7 thereon combined thereon.
