PROBLEM TO BE SOLVED: To provide a highly viscous oil recovering device to suck the outflow of the highly viscous oil to an oil scraping part by fitting a plurality of oil recovering belts using a submerged pump and continuously recover the oil outflow by fitting an oil scraping plate on an oil recovering belt, and providing a heating and heat-insulating division on an upper part of the oil recovering belt to remove the recovered oil from the oil recovering belt by hot air or steam. SOLUTION: Outflow of the highly viscous oil which cannot be fully recovered by a conventional practice can be efficiently recovered not only in a narrow place, a shallow sea, but also on an open sea. When meshes of an oil recovering belt are finer, even the oil lower in viscosity can be recovered, and the air to be blown need not be heated in this condition. The refuse can also be recovered, and a variety of functions are available with one mechanism.
