PROBLEM TO BE SOLVED: To provide a paving device and method capable of high quality construction by effectively putting emulsion to practical use. SOLUTION: In this paving method and device, piled timbers for pavement are supplied and uniformly laid after spraying emulsion to a road face. The emulsion comprises straight asphalt and water mainly at a moisture content ranging from 28 wt.% to 40 wt.% and is sprayed at a temperature ranging from 50 deg.C to 80 deg.C.
