PROBLEM TO BE SOLVED: To provide a moving hand rail device capable of preventing fingers, clothes, a hand luggage or the like of a user from being drawn into a handrail by a hand rail belt. SOLUTION: This moving hand rail device comprises an endless hand rail belt 30 rounding along a carrier side moving path on an upper, surface of a handrail 20 and a return side moving path inside of the handrail 20, an outer surface elimination member 70 having a comb plate 72 fitted in a groove 30a formed on an outer peripheral surface of the hand rail belt 30 while extended in the circumferential direction, an inner surface elimination member 80 fixed to the handrail 20 to form fine voids to an inner peripheral surface of the hand rail belt 30, and a side surface elimination member 90 fixed to the handrail 20 to form fine voids to a side surface of the handrail belt 30, and the fingers, clothes and hand luggage of an user contacted with the hand rail belt 30 are guided to the direction separating from the hand rail belt 30 by guide surfaces 73, 81, 91 formed on the outer surface elimination member 70, the inner surface elimination member 80 and the side surface elimination member 90.
