PROBLEM TO BE SOLVED: To provide a method for obtaining an active resin from a chlorine- containing resin in which the chlorine-containing resin can be treated relatively easily compared to the prior art by using an inorganic powder material. SOLUTION: This preparation method of an active resin comprises applying a mechanical energy to a mixture of a chlorine-containing resin (preferably a polyvinyl chloride resin as a waste) such as, a polyvinyl chloride resin with an inorganic substance to form carbon-carbon unsaturated bonds or carbonyl bonds in the chlorine-containing resin.
