SOLUTION: The protrusion piece 25 of the pole 22 of a locking device 8 is situated on the oscillation member 19, a lock release member 21 is situated at a fixing member 17, and during opening-in-front of a luggage panel 4, the protrusion piece 25 and the lock release member 21 are positioned non-opposite to each other.
