PROBLEM TO BE SOLVED: To easily, simply, accurately and parallelly move a louver opening and closing device such as face lattice or the like by handle operation to make it possible to adjust opening and closing, ventilation and daylighting thereof. SOLUTION: A driving mechanism of an opening and closing device such as louver or the like is constituted of an operating handle main body providing a ratchet tooth 14 engaging with a ratchet to a ratchet gear 13 rotationally operated by a handle 12, forming by providing a driving wire 46 so as to make tensile operation and rotating by reciprocating rotation in a specific range of the handle and a ratchet driving main body energizing a driven wheel 51 having a positioning pin 20 by a return spring 54, semi-rotating a driving wheel 50 making reciprocating rotation by the tensile operation of the driving wire in a certain direction in every reciprocating rotation through the ratchet and forming by locking the positioning pin with a slot 31 of a driving plate mounted to an opening and closing device such as louver or the like, and opening and closing operation such as louver or the like is made by reciprocating rotational operation of the handle.
