PROBLEM TO BE SOLVED: To control bending moment and warping of a cover plate, and restrict movement of the circumferential direction of a twist lock type holding pin. SOLUTION: The cover plate 16 is provided with an angle wing type seal 42 protruded to the axial direction. A balance weight 48a is disposed on an axial direction side surface opposed to an angel wing seal, and the center of gravity of the cover plate is positioned in a plane surface of the cover plate or in the vicinity thereof. A centering groove is disposed along an inner surface of each dovetail connecting part to the cover plate. The cover plate holding pin 50 is disposed in a wide sub slot of a base part of a wheel slot. When the cover plate is fixed with respect to movement of the axial direction, the holding pin is engaged with the centering groove of a cover plate dovetail so as to prevent movement of the circumferential direction of the holding pin in the wide sub slot.
