PROBLEM TO BE SOLVED: To produce a low hydrogen based coated arc welding rod excellent in the dielectric strength of coating and capable of preventing side arcs. SOLUTION: In this low hydrogen based coated arc welding rod for tacking, a steel core wire is coated with a coating agent containing, by weight, 20 to 50% metallic carbonate, 0.2 to 3.5% metallic fluoride, 22 to 55% iron powder and 0.5 to 3.0% fluorine-4 silicon mica. Moreover, the total water content in the fluorine-4-silicon mica is controlled to <=0.5 wt.%, and the average grain size of the iron powder is controlled to <=50μm.
