PROBLEM TO BE SOLVED: To provide a wheel locking device capable of locking a wheel and locking and releasing a battery by simple operation. SOLUTION: The wheel locking device 100 has a key cylinder 111, a locking bar 120 projected from a housing and locking a wheel when the key cylinder 111 is rotated to the position of locking and a locking plate 110 being projected in the battery direction from the housing at the same time as the projection of the locking bar and bringing a battery to an un-releasable state. Since the wheel locking device 100 locks the battery at the position of the locking of the wheel and can release the battery at the position of the release of the wheel, a key is positioned only at the two points of locking and releasing, and even a person being weak in mechanical operation can operate the wheel locking device simply. Since there is a person by a car when the wheel is not locked, the battery is not stolen even when it can be released, and the battery is pulled out simply from a car body.
