PROBLEM TO BE SOLVED: To check bleeding from a biological tissue effectively and safely. SOLUTION: An electrical heater 16 and a thermo-unit 18 are arranged inside a case 11, and by means of these two means, a temperature of a heat conductive member 14 is regulated. In a normal time, the heat conductive member 14 is kept at a standing temperature. For a hemostatic process, a switch 20 is operated for increasing a temperature of the heat conductive member 14 to a hemostatic temperature. After the hemostatic process is finished, the temperature of the heat conductive member 14 is forcibly cooled down to the standing temperature by means of an action of the thermo-unit 18. Because the temperature of the heat conductive member is increased to the hemostatic temperature only when a hemostatic treatment is carried out, insulative performance can be secured. As the thermo-unit 18, a semiconductor using Peltier effect is used.
